BELOW IS THE DEFAULT LOCATION WHERE YOU PUT RESOURCES YOU DOWNLOAD.
THE LOCATION IS FOR ADOBE PHOTOSHOP ELEMENTS 2025.

What is important is that you navigate to the Roaming subdirectory of the AppData folder then you go to your presets folder. 


​C:\Users\User\AppData\Roaming\Adobe\Photoshop Elements\25.0\Presets\PSE 2025

You may wonder about the c:\users\user;   I never gave my computer a name when I first set up windows 10.     On your computer it probably will show your name\user. 

TO INSTALL CONTENT INTO VERSIONS OTHER THAN PSE 2025 YOU NAVIGATE TO THE PRESET FOLDER OF WHATEVER VERSION YOU INSTALL.  Please note the location in the image below.
